Wordpress is a stand alone program that you install on your domain. It is free. You will need a hosting plan and domain to run this. Personally for me, it's easier because I am in more control of the behind the scenes code, widgets, etc. I'm geeky like that and love pulling apart the code, tweaking etc.

There is also
http://wordpress.com which is like Blogger, meaning it's all web-based, and it is free for people to use. They use Wordpress there, which is of course updated with the latest version. It's a great way to get the feel for the program without having to go through and buy a domain and hosting, then figure out how to get the stand-alone program installed.
I would recommend anyone new to Wordpress or wanting to try it out, go over and take a look at wordpress.com to get the feel for the program. You may just love it there and not want your own domain afterall. You will have a blog address of username.wordpress.com ..
It's just a really good way to take a look at what WP is all about.
